The same character can be nominated in multiple fandoms if they belong to those fandoms. Tag sets are funny things because they only allow unique character names and if it's the canonical name (like Luke Skywalker) that gets approved, it'll migrate to other fandoms within the tag set as well that the canonical name belongs to.
If you're talking specifically about Luke Skywalker, I see his name didn't migrate to the Sequel Trilogy like it should have (guess no one synned him there). Go ahead and use that character tag for the nomination. I'll approve it.
